Have a health condition?
A serious or disabling health condition may mean you do not have to meet the new rules.
The short version
- What to do: Tell OHP about your condition.
- In 2027: No doctor's note is needed.
- Starting in 2028: OHP may ask for a statement from a health care provider.
- Records first: If you had OHP before, OHP may check your OHP health records from the past 12 months.
Examples OHA gives
This is not the full list. Many conditions can count. If yours is not here, you can still tell OHP.
- Recovering from major surgery or a serious injury
- Cancer that needs chemotherapy or radiation, or dialysis
- Crohn's disease or COPD
- Major depression that needs ongoing treatment, or a substance use disorder
- Diabetes with complications, or cystic fibrosis
- Down syndrome, cerebral palsy, blindness, or another physical, intellectual, or developmental disability
- Getting SSDI or SSI
Who can confirm a condition in 2028
It does not have to be a doctor. Many licensed providers can, like nurse practitioners, physician assistants, psychologists, physical therapists, and clinical social workers.
In the news
On Oct. 29, 2026, a federal court threw out part of a federal rule that narrowed this reason. Oregon was part of that case. As of Nov. 2, 2026, OHA's pages had not said what changes. Tell OHP about your condition either way.
