Immigration status and OHP
Your immigration status alone does not stop you from getting full OHP benefits.
The short version
- Healthier Oregon: It gives full OHP benefits to people who qualify, no matter their immigration status. You still need to meet income and other rules.
- New rules apply: Adults ages 19 to 64 in Healthier Oregon also have to meet the work or activity rules, unless a reason fits them.
- Open Card: Starting in January 2027, Healthier Oregon members move to OHP Open Card. Benefits stay the same. Your doctors may change.
- This site: It never asks about your immigration status.
Moving to Open Card
- Ask your doctors and clinics if they take OHP Open Card.
- Search for providers at OHPOpenCard.org.
- Starting Jan. 1, 2027, you can call Open Card at 800-562-4620 for help finding providers.
A federal immigration rule changed
A federal rule called "public charge" changed on Sept. 18, 2026. OHA says immigration officers may now look at more kinds of public benefits. OHA also says:
- The change does not change who qualifies for benefits.
- Benefits you got before Sept. 18, 2026 will not count under the new process.
Read OHA's public charge page before you decide.
Talk to an immigration lawyer
If your situation is complex, talk to an immigration lawyer. OHA lists these places to find one:
- Immigration lawyer search (American Immigration Lawyers Association)
- Immigration legal services directory (search for Oregon)
- Equity Corps of Oregon (may offer free help at Portland Immigration Court)
