The new rules, in plain words
This page explains who the rules are for and the 3 ways to meet them.
The short version
- Starts: Jan. 1, 2027.
- Who: Many adults ages 19 to 64 who apply for OHP.
- Not for: People who get OHP because of a disability or pregnancy, or who have Medicare.
- Healthier Oregon too: Adults in Healthier Oregon also have to meet the rules, unless a reason fits them.
- When OHP looks: The month before you apply.
- Good news: Many people already meet the rules, or don't have to.
Meet the rules any one way
1. Income
Your household brings in $580 or more a month.
That is about $135 a week.
It counts the income of everyone in your household, added together. Two adults do not each need $580.
Where $580 comes from: the federal minimum wage ($7.25 an hour) times 80 hours.
2. School
You go to school at least half-time.
Your school decides what counts as half-time. College, career school, high school, and GED programs can count.
3. 80 hours a month
You spend 80 hours a month on work, volunteering, school, or job training. You can add them together.
About 20 hours a week gets you there.
What counts as work
- Paid work, including working for yourself or gig work.
- Work paid in goods or housing, like managing a building for lower rent.
- Unpaid work, like an internship.
What counts as volunteering
- It has to be with a nonprofit or public program.
- The program has to keep track of your hours.
- Campaign work for a candidate does not count.
- Helping one person, like a friend or neighbor, does not count.
Looking for work, school, or volunteer options? See OHP's job and volunteer resources.
Good to know
- Each person counts: OHP checks each adult on their own. One person meeting the rules does not cover everyone in the home.
- No monthly reports: You do not send proof every month. OHP reviews your case when you apply, and again before you renew.
- Records first: OHP checks its own records before it asks you for anything.
